Evidence-based decision-making in Chilean higher education: the MITEDEC framework.

Abstract

Preparing professionals capable of acting in complex contexts requires moving beyond educational models focused exclusively on the acquisition of disciplinary knowledge. Evidence-based decision-making is an integrative competence through which students select, interpret, and contrast scientific information, disciplinary knowledge, contextual factors, ethical considerations, and professional experience to justify appropriate courses of action. However, research on competency-based education, critical thinking, authentic assessment, professional judgment, and artificial intelligence has addressed these components predominantly in isolation. This article develops the Integrative Framework for the Development of Evidence-Based Decision-Making Competence (MITEDEC) through an integrative review and a conceptual synthesis process. The framework comprises five interdependent levels: institutional conditions, pedagogical processes, cognitive-professional processes, decision-making competence, and professional performance impact. Artificial intelligence is incorporated as a transversal cognitive mediation whose educational value depends on information verification, metacognitive reflection, human judgment, and ethical responsibility. MITEDEC proposes that this competence does not emerge from an isolated course or teaching method, but from a longitudinal trajectory of increasingly complex curricular, assessment, and professional experiences. Within the Chilean context, the framework provides guidance for articulating graduate profiles, learning outcomes, authentic assessment, internal quality assurance, and institutional artificial intelligence policies. Finally, it establishes foundations for future conceptual validation, operationalization, and empirical evaluation.

  • Mg. Javier Andrés Araya Zamora, Andrés Bello University

    Químico Industrial y Licenciado en Química por la Pontificia Universidad Católica de Valparaíso, Profesor de Educación Media en Química y Licenciado en Educación por la Universidad Andrés Bello, además de Magíster en Gestión Pedagógica Curricular y Proyectos Educativos. Complementa su formación con diversos diplomados en gestión educativa, innovación pedagógica, evaluación educacional y enseñanza de las ciencias. Su trayectoria profesional integra más de una década de experiencia en docencia, gestión curricular y liderazgo pedagógico, desempeñándose tanto en educación escolar como en educación superior. Ha impartido asignaturas de Química General, Química Analítica, Electroquímica, Corrosión e Inorgánica, además de participar en procesos de evaluación estandarizada como constructor de ítems y Examinador en Jefe del DEMRE. Sus principales líneas de investigación abarcan la electroquímica aplicada, la ciencia de materiales, la corrosión y biocorrosión de materiales metálicos, el desarrollo de recubrimientos funcionales y la fotoelectroquímica, junto con la innovación educativa, el liderazgo pedagógico y la evaluación para el aprendizaje. Es autor de trabajos presentados en congresos científicos internacionales y actualmente desarrolla investigaciones orientadas a la publicación en revistas indexadas de alto impacto. Es socio del Colegio Chileno de Químicos A.G. y mantiene un especial interés por la vinculación entre la investigación científica, la educación y la transferencia de conocimiento para contribuir al desarrollo de la ciencia y la formación de nuevas generaciones de profesionales.

    Doctor en Educación por la Universidad Alcalá de Henares (Mención Cum Laude), es un destacado académico con más de 21 años de experiencia. Posee un Máster en Educación con especialización en Planificación, Innovación y Gestión de la Práctica Educativa de la misma universidad y un Magíster en Liderazgo de Gestión y Administración Educacional de la Universidad Andrés Bello, donde también se licenció en Educación. Ha completado dos postdoctorados: uno en la Universidad de Alcalá y la Organización de Estados Iberoamericanos (OEI) en Gobernanza y Políticas Públicas para la Educación, y otro en la Universidad de Granada en Calidad y Liderazgo para la Educación Superior. Con más de 86 publicaciones y participación en 5 fondos de investigación, sus líneas de investigación incluyen liderazgo pedagógico, gestión pedagógica-curricular e innovación para el aprendizaje. Reconocido por su compromiso con la excelencia académica y la inclusión, Catalán ha liderado proyectos de investigación educativa, promoviendo la mejora continua y la calidad de los procesos educativos. Su habilidad para diseñar estrategias pedagógicas adaptadas a diversas necesidades y su capacidad para fomentar un entorno positivo en el aula lo han convertido en un referente en la educación superior en Latinoamérica.
